Can one use a nice digital camera like a Nikon D700 and use that and a computer to film a high quality digital video? I guess what I am asking is Can you use a Digital camera as a digital video camera with a computer

Yes, definitely. I lectured at the Singularity University this past summer, and all the lectures were filmed with digital SLRs (in that case Canons, but of course the same is true for Nikons).
