Yes, you can turn WordPress into a CMS and it is my favourite CMS!

You can google "CMS theme for WordPress" to find some fantastic CMS looking themes for WordPress.

Then google "WordPress CMS plugins" to find some essential plugins you need to get more use out of WordPress as a CMS. Somethings like poll, post rating, PDF converters. There are thousands of them.

I'm not sure how can you translate user interface strings to various languages. But I'm sure there is a solution, as WordPress is widespread all over the world.

For your information, you can convert administration panel to another languages using WordPress.org provided localization files.
