Yep - the "do not call registry" is valid. It basically makes it so that you have legal recourse with them - document an offense and turn them in, and - depending on the state - they'll be fined ~$250-$16,000, to be paid directly to you. Usually this takes a couple calls to document. When you see their name on the caller ID, hit record on your recording device. The first chance you get, tell them you're registered on the national do-not-call registry, and request they put you on their do not call list too. They'll probably say sorry and hang up. The next time they call, immediately ask for a supervisor (they have to give you a supervisor), and notify the supervisor the offense has occurred. Ask for their contact info (they have to give you an address), and notify them you'll be turning them into authorities. Report everything to the authorities, and give them the recordings. If any info is refused, also note that, and give the authorities any info you can. Phone number SHOULD be enough, but name/address is nice too. Also, make sure you tell authorities you're requesting they be fined. Finally, you should tell the abuser you're recording the call, but might not be necessary, also depending on your state. Yep - it doesn't matter. The same method/registry/laws apply to both.

Most cell-phones have a way to record conversations, but at the worst you can just get a hand-held voice-recorder and put the call on speaker-phone. That'll suffice! Good luck :)

P.S. - you can also file complaints online here ( https://www.donotcall.gov/ ) but I've found local authorities are usually faster at responding. Worth a try though! And they don't require recordings online.
