Can I turn an existing EC2 instance to a reserved instance to save money? Or do I have to launch a new instance as a reserved instance and shut the old one down?

not sure that you can do this but you can re-bundle your running instance as AMI and restart it. And I will even recommend rebundling it from time to time to make a backup.
I've found out if you have running instance of same type as reserved instance you purchase, AWS begin billing for this instance as for reserved instance. So no need to restart.
