I need to find an IE add-on or standalone Win app that I can set up for a colleague to be able to upload files to an S3 space I own, preferably limiting her to a single bucket access. I have great tools for Firefox but she's an IE user.

I think that limiting access only to one bucket can not be safely implemented on client side, so you have to set up ACLs for buckets.
Besides converting her to Firefox ;) you can search for some standalone (not connected with any browser) application to access S3, for example jetS3t Cockpit.
